It's a matter than can be viewed from more than one perspective if you are outside Palin's head and you either want to give her credit for doing the right thing or do her harm by passing judgement on something that is iffy.

She was there and went with the wishes of the people to seek extra funds. People later pressed her to consider the ethics of the issue and were doing the same in congress which was under fire to undo the deal. She likely, weighed the matter and saw that it would be the right and ethical thing to withdraw her support of the project and that it would also bring some positive political support to make it a campaign statement.

Steve is trying to convince us that it was an insidious scheme, which no one genuinely buys into. I doubt he even believes it.
