I need the help of some numbers experts that love to research. To me the entire coupon program is a typical government boondoggle. How much did it really cost. The total money spent(over 1.3 billion. Divided by the number of coupons redeemed. We know it is not $40 per coupon. Government always has a 100% overhead. What was the true cost per coupon?
