In all 3 cases he knows it would have looked bad for history and that's what he was playing for in his last few months. The commutation was enough, in Bush's view. And, some people think he was doing what was best for him and his legacy, reputation, and not concerned at the end even about Cheney. Laura might have more to say on this in her book.
