It is very rare for an employer to pay an employee's Social Security taxes. They withhold the SS tax and turn it over (monthly, quarterly, or faster for large amounts) to the Treasury and at that time pay the Employer's share of the tax.

In Caroline Kennedy's rumored situation, it was unemployment insurance, not Social Security - according to hearsay of hearsay. In some states there is no "unemployment insurance" requirement until you have 4 employees. If Kennedy had 4 employees, or New York State has a lower threshold, .... I'm not going to get into that much detail on rumors.

The facts may or may not be known soon.
