I doubt that's true, certainly there is no way to know that. If they don't their existence may have helped deter the type of combat where they would be needed. And I suspect as we get more of them, and as the more F-15s get phased out as they age, that more F22's and F-35s will start seeing combat even in "low intensity" wars.

Also the full cost is about 10 times that much, the $420mil was for one aspect of the upgrades. Don't get me wrong its still a relative bargain.
