I'd have to see actual lesson plans or textbooks to know what "weaknesses" and "sufficiency" really mean in practice.

In practice it means whatever the textbook publishers put in that will be approved, book by book, by Texas. I'm told it's messy. At best.

And, of course, it's so because so much money is at stake.
