"i think brinker has lost money over the last decade."

Guess again.
              1/1/1999 1/1/2009
Portfolio I $86,007 $171,153
Portfolio II $85,125 $143,294
Portfolio III $99,924 $162,563
Maximum participation in the QQQQ bulletin would subtract 29.5% from the ending balance of Portfolio I, and smaller percentages from the other portfolios, so he is far from having lost money over the past decade.

"he has almost assuredly lost money if he's been dollar cost averaging. isn't that something he recommends above and beyond his lump sum buys and sells?"

His dollar cost averaging recommendations only apply when new money is added to the portfolio.
