You can't. But the same as the "rules of the road" you can put up speed limits and traffic lights; and have cops there to enforce them.

There are also more subtle societal pressures... and I suspect those are starting to play out. CEOs making $40Million will probably not be acceptable going forward, when the rest of the country is suffering.
