Stimulus should be directly targeted towards creating jobs or stimulating the economy. It's not clear to me how this is any more or less stimulating than anything else. Would it not create jobs at clinics? I've never been to a family planning clinic but I assume that they would do what a doctor's office would do re contraception which is to examine the patient, evaluate the contraception options, install the devices if a device is chosen, and train the patient on usage. They'd need to add staff to do that, wouldn't they?
