We need to create a modular nuclear design that can be remotely manufactured, transported to the installation site, made operational, and made to be scalable to future requirements.

Fuel reprocessing MUST be part of any nuclear program. It will reduce our waste problems, as well as demand for raw fuel. But I will agree that I want to see a safety review of Pebble Bed Reactors that will harden them against terrorist attack. But I don't see that being an insurmountable problem.

Btw, interesting article on the natural reactor. Had read about Oklo before, but how they proved it is pretty cool.
