Ted, if I "accidentally" carried out a top secret document from my workplace, I would be screwed up the ass. And that only impacts my employer. Something that impacts national security should be far worse. I don't think it was that serious or he would have gotten into more trouble. Remember this happened on Bush's watch. Besides, if I remember correctly, he wasn't very clever in the way he took the document. That's why he got caught.
