Notice that the Madoff story unfolds a framework is being created that suggests only Madoff participants were victims of the wholesale disconnect of Wall Street and its regulators.

When in fact, the counter fitting of shares used in daily operations is kept wrapped up in a brown paper bag locked away in some closet or other.

madoff is the false flag operation. the regulators will take their lumps, and try to sustain themselves thereafter, as a reformed new and better, business as usual.
