Well.. SURE!!! Because building them can be financially risky due to political events. Demonstrations in the wake of 3 mile island, forced the decommissioning of the shoreham plant before it ever got a chance to commence operations, costing $6 Billion. It was eventually sold for $1.

Nuke power is going to require tremendous government support, and educational efforts.

Which is why I'm in favor of implicitly safe (and modular) Pebble Bed Reactors.
