The government is secular so it is not Jewish in a religious sense. Do you need proof of ethnic Jewish background to be an Israel citizen? No, there are a million Arab citizens of Israel but Israel is a Jewish state even though it is a secular democracy and not a theocracy. "Jewish" refers to an ethnicity as well as a religion. Jews are given preference for immigration by the "Law of Return" based on ethnicity. You can be both Jewish and secular at once, as most Israelis are. When the Jews were in Europe, anti-Semites like Jimmy Carter understood this perfectly well. Now that the Jews are out of Europe and in Israel, they have suddenly gotten confused on the issue. As Mark Steyn put it, the oldest hatred didn't get to be that way without being adaptable.
