It being in power frequently over the last 30 years, and maybe again after next month's elections, is a sign that it isn't small.

Its in power when it has the most seats, how is the party with the most seats, or even 2nd or 3rd most if they are pretty close as they often are in Israel, "small"?

It doesn't have a lot of seats in the Knesset. I think it won only once majority seats....sometime in the '90s. Its part of a coalition of center right parties where it takes the lead. Hence, its a small party.
