Yes, the author of the article makes the typical Republican mistake of believing that tax cuts are the only stimulus to create hiring. He is wrong. Business will hire when demand is created. Demand is created by stimulating consumption which is what the bill is doing. If tax cuts are saved rather than spent, there is no stimulus.
