SEC had Madoff for desking and did nothing. The failure to locate a Security pushes that security into a column where accumulating failures push a stock into a state of trading more than what is legally authorized. SEC has allowed wall street to engage in practices that remove market prices from adjudicating stock prices by allowing infinite production of shares to the purpose of removing owner rights. I stumbled across an article below at Da Chiefs thread. All these companies are huge victims of the failure to locate and hence the brokers Desk buyers routinely to create conditions of rinse. The list is a whose who of Naked shorts.
