If it can work against thousands of these rockets and doesnt break the bank, sure. I suspect it isnt that simple. Also, Pals only stop shooting if they incur pain. If israel had such a system, pals with deep pockets will shoot more of them to get thru. Worth a try though as part of an overall response but in the end, they dont stop shooting unless they are in pain. If SLC had rockets raining down on it, and you identified the source in Carson City, would you not try to stop the assault by any means necessary. And what would you do if you didnt have anti-rocket defense. You would send your army or do air attack. Would you be upset by collateral damage on poor carson city folks. Sure. Would it be justifed if you were two countries under international law? Sure. If it didnt stop, would you become more harsh over time/ Sure.
