is a very complex and convoluted study that most Government officials can't even get their arms around. Like most Government regulations, its so lengthy, complex, and integrated with other regulatory guidance, exceptions, and documents like like the The US Code of federal regulations 41 U.S.C. 10a-10d, trade agreements, etc. that no one can understand it all, especially the Government who wrote it all. Basically my take is that the Government can do whatever it wants and justify it with at least one variant of the 200 pages of regulation covering the topic.
