Of course it is, and the Founders of this country had a good idea as to the proper function and extent of same, the rule and application of just law being one of these functions.

The gangrenous, cancerous monster that it's grown into, the one that's ruled by the power hungry, scum bag filth that infests Washington DC and is devouring our freedoms, economic wealth and prospects for a better future for the generations to come, is another matter altogether.

The power of the state used to be bound and constrained by the Constitution. That is no longer the case. The citizens are now bound by the power of the state. Reality can be a cruel mistress, a fact that you state worshipers will be facing, sooner or later..
