We know that Obama enjoys complexity and debate; while Bush's style was to make a decision, dig in his heels and "not argue with himself" as he famously told his first Treasury Secretary.

We also know that Obama was elected wanting to do a lot of things with the government. That's quite a contrast to an administration that didn't believe in government much before 9/11, and spent a lot of energy blocking regulations, enforcement, certain court cases, etc. It's probably harder to achieve than obstruct, hence the need for more people driving specific policy initiatives.

Bush created Homeland Security and a National Intelligence Director because those parts of government were more important to him as proactive agencies. Natural reaction.
