I think it would work with any country where the balance of trade is in their favor (it hurts them more than us). As we are a net debtor nation now, them means "most" countries.

Venezuela and Mexico (probably 2/3 of the problem just with those two nations) make more from us than we make from them... I image Costa Rica, Nicaragua and most other Central American economies it is also true, but couldn't quickly find stats to prove it.
