Windows 2000 could run the Active Directory additions in 2003. The whole paradigm has been redesigned in 2008. A 2008 domain needs to be free of 2003 and earlier DCs.

I cannot blame you for proceeding slowly on implementing 2008. The additional features and better tools make the move almost compulsory. To date I do not believe that there are 2008 MMC plugins for XP. This implies that the administrator must be running 2008 or Vista to administer the domain.
