I find this hard to believe given that the Feds bailed out NYC back in the late 70's or early 80's, but will accept it if you have some authoritative source on it now. Regardless of that, it is my general impression that NY State is currently looking for some Federal money to help balance it's budget shortfall. Am I correct on that part?
