Use your brain, Tim. Light rail can be built along existing rights of way whether on freeways or at street level.......not one acre of land need to be bought. For freeways to be build, expensive urban land must be acquired for the right of the way, often using expensive eminent domain, before one mile of freeway can be built. There is absolutely no comparison in terms of cost.
