So you set up a situation I kind of like. If you use the ammon you are supposed to- no problem, and, if you accidentally kill someone, or you get your ammo stolen, it can be traced.

For people who circumvent the law there will be penalties- but you are unlikely to be arrested for shooting at trees in the forest- although if you were caught for that, I (honestly) wouldn't weep for you. However, if you use unmarked ammon in a crime, or are out on the street with it, there's a charge against you (or another charge).

I kind of like that.
