I don't see how that works ... if I decided to shoot someone for whatever reason I would certainly use ammo that couldn't be traced to me. People have been making ammo for hundreds of years, it's not high tech.

Also ammo has a very long shelf life, people would simply stock up before the new law went into effect.

But it's all fantasy in any case, the states with liberal gun laws will always have liberal gun laws ... in the anti-gun states most of the people are unarmed anyway so it doesn't much matter.
