I think given that the forensic people have the cop's gun and can fire as many rounds of the issued ammunition as they wish with it, identifying the source of the bullet which killed the misunderstood youth should be pretty easy even absent tagged ammunition, which would probably only identify the ejected casing, not the bullet (bullets get pretty deformed after firing) in any case.

As to everyone else, carrying a gun without a permit is a far more serious crime than carrying home made ammo would be, but in any case nobody would care ... the idea of being armed is to avoid being injured/killed, compared to that the very small risk of being charged with a misdemeanor really isn't very significant.
