I know two brothers who each owned a small store that sold lottery tickets.
Both of them cashed a million dollar winning scratch ticket from their store, that i believe they used the lottery ticket scaner to scan without scratching.As soon as they hit their winnings one sold his store, the other closed down.
The lottery claims only winning tickets should be scanned
and its computor system will close down a terminal if two tickets are scanned that are not winners.
I think my friends found a way around this bs from the lottery.
It must take a lot of time to scan every ticket in your store but it was well worth it.-ng-

I don't quite get the luck vs. skill distinction. Most states have legal lotteries, which involve zero skill (I hope).
