As far as I know, that shouldn't be a problem. Good point, I'll have that double checked.
BTW, that must be a political rule, cannot imagine it being a technical problem.

Air-to-water pump is the way to go for general energy saving. Works well down to -20 degreeC. As for water heating, sun collectors for that as part of the complete system is a great solution too.
With our whole rural area, old farmers land, being protected by law, the homes must look exactly like on old pictures (all well documented in Italy) and the rules for what else can be done are very restrictive.
Thus I cannot put my solar collection stuff on top of the roof, has to be installed detached from the building.

For water heating panels that is a problem, for photo voltaic not so much.
