Which is better for the common good? A freeway at capacity when it opens, requiring costly expansion almost immediately, or lite rail, underutilized when it opens, but has room to expand with minimal costs involved?

The freeway. The fact that its almost full right away shows that there was real demand for it, the underused light rail, means that a lot of resources where used but we aren't getting much out of those resources.
