Developers do not have any magic ability to "create the demand."

In a car-centric society like ours, people prefer freeways over light rail when given the choice. If the existing freeways are filled to overcapacity (e.g. LA, NY, even Portland and Seattle along the I-5), light rail starts looking like a viable alternative.
