Huh? There is no baseball field. Just a field. Suddenly, they announce a freeway is getting built in that field. Developers go look at the proposed right of way.....actually, their favorite politicians have already leaked that info to them. Well before the freeway is built they have bought a portion of the field and started building housing tracts. Its called suburbanization. By the time the freeway is actually build, there are thousands of houses along its right of way. Hence its at capacity the day it opens. Not rocket science.
