So my neighbor and I could sell our houses to each other at >= $150k, and we each get $15k. Then we each rent our new homes back to each other. Then, next year, rinse-wash-repeat, if the program is renewed. If neither of us need financing, all we need in closing costs is to download a sales contract and record the transaction with the county.

Sshhhh, don't tell Johnny Isakson that there won't be a real estate commission.
