Don't forget the government plan to increase home ownership by lifting lending requirements (regulations) - so that anyone could qualify. The only tax change that could be related to the entire mess is the one regarding the exemption on capital gains from home sales which drove the frenzy to buy and flip a house since you could claim the gain tax free. It had the effect of raising home prices too quickly in some parts of the country.
