Michael, it's more than that. Let's say that we listen to the suggestion of the Netflix CEO and raise the federal marginal tax rate of all income above $1M to 50%. You can bet that most CEOs making more than $1M a year will immediately find tax shelters. Buffet does it with muni bonds, and Gates does it with his charitable foundation.

Bill Clinton tried to pass legislation regarding CEO salaries, but that backfired and led to CEOs rewarding themselves with stock options, even going as far as to backdate them and inflate earnings reports to hike up the stock prices.
