That's true. But what (imo) is bothering some people is that they expected the changes to occur through normal procedures- debate, discussion, committee, specific issues addressed and voted on individually. Rolling it all into one giant ball that bypasses discussion and includes a great many things that may be hot buttons or have a borderline connection to "stimulus" (and yes, I have no idea anymore what it means), coupled with the pressure of the MUST DO IT NOW OR WE DIE! approach gets me nervous. It's too reminiscent of the mushroom cloud.
