In normal times, I would agree. Look at it this way; if the stimulus package is purely some set of pristine stimulus measures (whose definition varies with each speaker who claims to know), Congress would be back later to increase spending on Obama's priorities, and the refrain would be we can't afford it because we are subsidizing other stuff already.

What we have now is a mix of government program spending and tax cuts, something for everybody. Since I contend that no one truly knows what's going on and what to do about it, taking something from every section of the menu makes sense.

And if this isn't the optimal solution, at least it won't kill tens or hundreds of thousands of people and generate a few million refugees, unlike the mushroom cloud contention. This initiative is a guess rather than a lie.
