This plan is the antithesis of what is needed to get an economy out of a recession. So you have a so-called recession, for lack of a better descriptor, one that is untraditional in origin and scope, and the cure is more of the same type of stuff that traditionally leads to one. It has never worked.

infrastructure and alternative energy will pay dividends for years

Wrong time to do it and too much at one time. Why increase spending on alternative energy that may be obsolete before the program is complete? There is reason the free market hesitates on wind farms and garbage generators. There are fledging, capitalist driven technologies that are going to replace these boondoggles very soon. Your next power source is going to be close by and atomic.

tax cuts get spent at walmart on cheap chinese crap or on middle east oil and leave the country

Tax cuts or not, money is going to get spent on this. Why leave out drugs? But, tax cuts can spur more capital equipment purchases and pay down debt too. Puts more money in the hands of private enterprise and less into inefficient, less to non productive government projects. You want a command economy?
