Most cell phones have GPS navigation tools and could have voice monitors installed. A small tax could be imposed on people for laughing on the phone which would be directly related to rights entrenched in the Constitution.

Don't get me wrong Uncle Sam should not be listening to conversation. A tax on someone pursuing their own happiness as guaranteed by the constitution could be considered a taxable benefit and laughter is definite proof they're enjoying things.

A lot of people out there would like to laugh but can't because of pressing socio-economic needs. This new tax would comfort those in need. If we can tie laughter to sin, merriment could be frowned upon.
