Why do people keep saying this?

The social security trust fund consists of paper assets. To say that paper assets are worth nothing is to say that a very large portion of the assets in the world are worthless.

The assets in the social security trust fund are also backed by the full faith and credit of the United States government.

To say that the social security trust fund is gone is to be guilty of republican hyperbolic false speak.
