Your links, especially the first one, are backward looking data.

I'm looking at current and projected demographics for CA. The problems cited in your links have and/or are being resolved by the declining enrollments in CA.

CA should have been fixing any real and significant shortfalls in its education system by itself. The biggest problem in CA re its budget difficulties is that the state requires a 70% majority vote in the legislature to raise income taxes. Fix this and tax the wealth in the state a little higher and budget problems can be solved.

This is a problem in many states but none higher than CA. In my own state it requires a 60% majority. As a result, we balance our budget on the backs of the poor by raising regressive taxes such as sales taxes. Not good, imo, as it contributes to widening the gap between rich and poor. This gap is part and parcel of current US economic woes.
