The biggest problem is Prop 13.
The second biggest problem is women popping out 8 kids at once.
Not really, but that pisses me off.
Maybe the second biggest problem is language. Takes more people when you need to teach ESL students.

Population growth continues apace. This'll be 10X what it was when. at the age of about 8, I first learned my state was third in pop, behind NY and Pa, with 6 mil of us.
