Me too and risks can be minimized. You present a worst case scenario, actually it could be much worse if Hamas allies decide to take things to the next logical step of conflict.

I'll attempt a better case scenario. PR can be managed. Sure the rare missile that doesn't get intercepted might get filmed but it would be likely to be the one that lands outside any target area anyway. PR can also cover the effectiveness of watching 1500 missiles intercepted in a month. How could they use that to change perceptions?

A calm tiger being kicked in the claw by a squeaking mouse is far different than the current angry Goliath facing down David's rock throwing, while we all watch and wait for one to deliver a deadly blow.

"If Israel has a defense but counterattacks anyway, then you get even more condemnation of Israel's strikes against Hamas."

When the world sees that Israel is dealing with an enemy that poses no legitimate threat to their existence, the world will restrain the tiger from using its claws for any thing more than flicking the squeaking mouse out of range. The attack potential of Israel would be neutralized in this event.

When the tiger stops roaring and the mouse stops squeaking maybe reasonable men can be heard and each creature's interests can be mutually considered.
