The theory of neutralization is that they would not, as it would be counter productive to their goal of causing material damage or of terrorizing. If damage is reduced to a half, a tenth, or even a hundredth of the current level, you still have damage and terror. I can bang my head against the wall too, but I wont. Banging your head against the wall, causes pain and damage to you (unlike the Hamas rocket attacks if Israel never countered), while not causing pain and damage to anyone that you have a seething hatred of (not that I see you as a guy full of seething hatred).
