Why did they do that? They should have just given a tax cut (small pay increase) to all their workers according to republicans. This 7 billion offers the same type of immediate stimulus as does govt and schools. New folks hired reducing unemployment and these new folks spend entire salaries not just small raise or rebate thus creating new support jobs like the food cart at the site, the work clothes they wear etc.
