Why did they do that? They should have just given a tax cut (small pay increase) to all their workers according to republicans.

Tax cuts don't merely put money in the pockets of workers.

There is little doubt that if Republicans were calling the shots today you'd see TONS of incentives for exactly the type of thing INTC is doing -- but targeting smaller organizations. For example, the Investment Tax Credit, expansion of the current Section 179 (or old-school "bonus" depreciation), rehab credits, jobs credits, R&D credits, you name it. All of which would be designed as incentives to business to invest in new infrastructure -- which creates jobs.

Intel recognizes that if they put expansion plans on hold they risk losing their edge in the market. It is, at the very least, a vote of confidence -- something this lousy assed president ought to be providing rather than constantly talking down the economy and chronic fear-mongering in an effort to get his socialization plan off the ground.
