People will often go after the issue that is more easily comprehensible to them, and food stamps is an easy program to understand, unlike the myriad complex financial ideas that no one quite gets or where they can't predict the results. But it's probably more a representative of what they fear from the stimulus package in general than that they think food stamps per se are bad.

Meanness doesn't enter into it for me. Caution and careful consideration of the results of changes certainly does, though.
Now would be a silly time to emphasize moving welfare moms into the workforce, not because it's mean, but because it's completely impractical.
