I had the same thought. I can't tell if anything Intel announced is new spending. This may be a purely political/PR announcement.

And that leads to an uglier thought. The 1929 stock market crash was turned into a decade-long Depression, largely because governments engaged in a destructive beggar-thy-neighbor tariff war, which caused global trade to collapse. One scenario, which could turn the current recession into a global depression, is competitive currency devaluations, rising economic nationalism, and rising non-tariff trade barriers.
