I am not well versed in economic theory, but I think the whole point is throw money at things that will establish roots and then sustain themselves by creating a permanent demand for goods and/or services they have created. This is opposed to funding things that will wither if not permanently supported by government spending

I can't answer, beyond speculating, how much that check list goes to that.
